A Study on the Consumer Utilization Status of Manufacturer Information on Cosmetic Packaging

Abstract
As the proposed amendment to the Cosmetic Act on the deletion of manufacturer information on cosmetic packaging is proposed, we examined the current utilization status of company information including manufacturer. We conducted online survey with 1,000 male and female adults who used cosmetic daily and bought their product on their own. The results are as follows: (1) Consumers mostly identify manufacturer information rather than responsible seller. They also perceive manufacturers as the companies which know better about general and safety information about their product more than their responsible seller. (2) The more consumers involved in cosmetics, perceived their concern about skin health higher and experienced side effects from the cosmetics, the higher they think manufacturer and responsible seller information as important and worthwhile to use. (3) 92.5% of the respondents said that both the manufacturer and responsible seller should be labeled on cosmetic packaging. (4) However, 49.5% of the respondents did not know to list the company as a manufacturer and responsible seller and 49.1% even did not know what each information meant. The labeling of cosmetics should have both functions of protecting consumers¡¯ health and providing a means of delivering information to select the products rationally. The deletion of manufacturer information may not provide enough information to protect consumers' safety and to compare values b etween products. In addition, In addition, it can threaten consumer safety as the manufacturer is legally responsible for the collection and disposal of hazardous cosmetics. This study confirms that manufacturer information is used by consumers. Also, labeling particulars and related regulations can only become meaningful when systematic consumer education on the understanding and utilization of overall cosmetic labeling is carried out.
